How do you do a border using layers? Also, is this acceptable in basic editing?

dunno, but layers with pixel info are not allowed. there's some question about using them for borders....

You shouldn't have to use layers in the first place (which wouldn't even be legal in basic). The easiest way is to just extend the canvas size. So if you wanted a black border of 20 pixels around, resize your picture to 600. Then set your background color to black, and go to image > canvas size (or something similar depending on your program) and then increase both dimensions by 40 (20 px on both sides) and center the extension (in other words, make sure the program extends the canvas from the middle, not a corner). Then hit ok and there you go, a 20-pixel thick black border.
