Okay, so here's what may seem like a doofus question, but I'm going to ask it.
300D offers TTL flash with an EX series Speedlite. Does that mean that there is no TTL capability with any other series Speedlite? If I buy a 540EZ, which is a TTL flash for Canon's "Rebel" series, will it become a "manual only" flash for a Dreb?

Ahhh, all TTL is not the same!
He 300D and newer cameras all use e-TTL. The EZ flashes are hte older a-TTL 'style' and will NOT work with a 300D in TTL mode, only in manula mode.
For the 300D you must use an e-TTL capable/compatible flash, like the Cnaon EX series or Sigma EF500DG or others (Metz, etc)
