there is a rubber stamp tool in photoshop, use this to do this kinda stuff |

Some smudging outwards, some cloning, some blurring, adding noise & fading to match, etc. |

I do not know what is better job, all cared is that it should not look like touched with photoshop and shall not look artificial. He certainly did a great job though.

I've got lots of pics like those with that same wear'n'tear... I'd love to learn how to fix them and have the program to do it! |

well on the one I fixed I am using photoshop cs2, pretty sure everyone else may have used a copy of photoshop as well.
