Ok, here's the question, a relative of mine has asked me to get him some 10 x 8 prints done off a series of pictures he has taken on a finepix P&S camera, an example of the quality is below.
This is as I got them from his camera at 72dpi 640 x 480 x 24bit
file size approx. 108kb
Any suggestions, is it worth upsampling to 150dpi for print or are they a lost cause, from a quality point of view? I really don't want to get too involved in the editing of what really is a poor series of pics.

I'm still learning some of the features using my photo programs.
One thing I've done in the past is to print out the picture at the highest quality possible, & lets say 4x6 for the size, then scan it at a good resolution(at least 300 - 400dpi). This will enlarge your photo and allow you to make some adjustments if needed before printing it larger. I've done this with photos that were used in a calendar that were a very low resolution in their original state & otherwise wouldn't have been any good to use.
I hope this helps. I'm curious to see if anyone posts on a more "technical" way to do this, as you asked using a photo program.

I'd say get them printed as he has given them to you. If he is not satisified with the quality of the prints, use that to convince him to always use the highest quality settings in his camera. He may need to get a larger memory card. Or else he should just be happy with good 4x6s.
