Is the healing tool allowed in basic editing?

The healing tool is used to spot edit and is therefore not allowed in basic. The same can be said for the similar tool, clone stamp.

what about using the wand and selectively turning down the brightness in one area?

No. No selective editing at all, period.
Anything done must be applied to the entire image. If using Photoshop CS then highlights/shadows is allowed since it can be done without making a selection.

In basic editing you can't turn down the brightness in just one area of the photo. Your editing has to be done to the whole photo, not a part or selection.

Nope :-( In basic, no spot editing at all is allowed. Anything you do has to be applied to the whole image.
