I'd like to frame a print I have of my travel submission, and I'd like to frame it similarly to the way I presented it here, a black "mat" with gold trim. The dime store here has precut black mat, with a white core. I was thinking I could just use a gold pen and color the white area, being careful not to get anything onto the black area. There must be a better (but still cheap ;) ) method of doing this?

Dime store mats may not be good quality.. i.e. acid free, but if you choose this route, an acid free scrapbooking marker could be used to line the white.
I would shop around. All you can really do. By the time you buy the marker and the mat, and drive around looking for it.. you might get a better deal on one already made, and will look more professional.
Try on-line shopping, too.
