Does basic rules allow selective desaturation? Thanks!

No area selection is allowed in basic

If you are trying to do selective-color-desaturation, its allowed.

Desaturating one or more color channels over the whole image is legal in Basic (see THIS tutorial).

To be exact I desaturated all channels but 2.I didn't use master desaturation.

Should be fine as long as you do this on the whole image and not a part. You can desaturate master or individual colors.

Yes, as long as it is used on the entire image.

Another question: Can i use the clone tool to take out a very little(and I mean VERY little) spot of sun light?

No. Absolutely no spot editing (cloning, dodging, burning, etc) is allowed in Basic.
