I'd like an official opinion from the SC on the use of "Smart Sharpen" filter in PS CS2. I suspect that it affects the image in an uneven way although it is applied to the whole image.

Sorry if this has been brought up before, but it would be nice to know for the future.

All sharpening tools can effect the image in non-uniform ways, since they preferentially work on edges. The smart sharpen tool should be legal under basic editing, if applied to the whole image, of course.
I will open a SC discussion on the matter just to get consensus, but IMO you are very likely safe with using it.

Any filter or stand-alone utility designed and used to preserve the integrity of the image and/or reduce the effects of noise, scratches, etc, are permitted. These include but are not limited to the Sharpen, Unsharp Mask, and Dust & Scratches filters, and standalone image cleanup utilities such as NeatImage. However, no effects filters may be applied to your image, with the exception of Noise and Gaussian Blur, which are allowed. Any filter permitted by this rule must be applied uniformly to the entire image

Not being a PS user, I was wondering if Smart Sharpen is a different filter than Sharpen?
