Just wondering exactly what is the take on removing elements from a photo. For instance if there are distracting leaves in the top corner of a photo. Is it permitted to remove them?

You can always remove by cropping, that is never illegal. Legality of removal by cloning over, or by any other means of obscuring, depends on whether what's removed is a "major element."
Ask yourself whether what you want to remove is a minor distraction, or whether it helps determine the mood/character of the photo. Would someone looking at the photo use the item(s) you're removing in their description of it? If so, they may be considered major elements.
