is this deemed `ok` by basic editing standards?

as you are not creating extra layers etc using pixel information, this is in effect the same as using hue/saturation?

I believe so, yes. It's just another way, like hue/sat or selective color (a better analogy) to shift colors. Don't believe I've ever heard it specifically addressed though.
