It's an interesting idea, but if your "panel" was comprised of those who have won the most ribbons, then it would consist of those who have essentially "defined" the DPC style, as far as there is one, and one would expect a significant correlation between the mass of voters and this particular panel.
If, on the other hand, the panel were comprised of photographers who are acknowledged as fine shooters, or as "artists", but whose work does not get many ribbons because they don't fit in the DPC "mold", then you'd get a whole different set of results, probably.
It's all in how the panel is created, you can essentially skew the panel (if you desired) to "prove" any point you wanted to prove.
