So i got a card from canon saying that i need more info for my rebate, so i called them and they told me that i didnt include my rebate card or my reciept. so i asked them, do you think i sent you and empty envelope. he put me on hold and came back and said we can look over the warranty card but you need to send the reciepts again,
so i got the guys name and time of call, and i asked for his cube number, so when they tell me my reciepts arent enough they can go talk to this guy.

This is, unfortunately, a standard tactic with the bozos who administer Canon's rebate program. If you don't get satisfaction with them, take it up with Canon directly. They will make it right.
One thing you can do is to make the rebate processors aware that if they don't abide by the rules, you will complain loudly to Canon. that will often get them moving.
I suspect that they are compensated the same whether or not they pay the rebate. There must be some financial incentive for them to deny. It's the only explanation for the almost uniformly bad reports... either that or they are hiring the castoffs from the Brooklyn camera shops, LOL.

My vote goes for the Brooklyn camera shop cast aways.
Canon's rebate is the worst. I've used them twice, following the instructions to a tee and the first, they said the serial number was already used (an error) and the second time, everything was correct, they just didn't send the rebate, till I called them.

Canon's rebate should also include the probability of actually getting the rebate, my guess is about 22%.

I got a $140.00 rebate from Canon in what I would consider a timely fashion. Timely enough for me to spend $40 of it to box up and ship the camera back to be repaired after only 3 months. As far as the rebate, I did follow the instructions pretty closely.
