Cameras such as the upcoming Sony DSC-N1 appear to offer the facility for in-camera pixel editing. See this picture

How will this be accounted for in the 'Basic Editing' rules?

If you are editing IN CAMERA then it's legal. We've had that particular rule on the books since the start.

Yep, a s Clara stated, it would be legal. In the case of the N1, all you can really do is draw lines on the low-res "album" version of the photo using the sylus. I'd guess there is a way to transfer this image from the cam, but the resultant image is going to be of very poor quality, given that it is only 640x480 and probably highly compressed.
We don't have to worry just yet that folks can do spot editing in camera and not have it be very obvious.
