Per this thread, Exclusive Open Challenges are open to all registered users. You may submit to one or the other, but not to both.

I had suggested to Langdon that if this is going to continue past the trial period, it might be worth re-coding the home page such that the "Submission" side of the home page looked like this:
with the challenges grouped together to avoid having to use the word "Exclusive" (thus avoiding any confusion about what exactly that means).
The "Voting" side could simply remain with two "Open Challenges", since that part is not "exclusive".
