is it somehow possible to fix the horizon in this picture? i'm almost sure it is, but i don't know how..

I assume that's a stitch of two shots... what you want to do is to correct the lens distortion before stitching them. Apply exactly the same correction to each photo.
Trying to correct the image after it's been stitched will be a lot of extra work.

The 'cheap and nasty' way would be to use the horizontal clone brush, and just clone a straight line of sky over the 'curvy' bits of sea. To make it a bit less obvious what you've done, reduce the opacity of the brush when using it along the horizon. |
