There was a couple threads about a plug-in that a bunch of folks have used recently. |

David Sidwell once posted a nice description of how to create the kind of effect that I think you're describing with Photoshop. It goes something like this:
1. Make a duplicate of the main photo layer.
2. Increase its saturation by about 30.
3. Apply a gaussian blur filter with a radius of 30. That's right, 30.
4. Fade the blur to 15 to 20%. (Shift-Command-F, or look for it under the Edit menu).
5. Repeat steps 3 and 4 two more times.
6. Change the opacity of this layer until the photo looks good to you, then merge the layers.
I also like to sharpen the image once I'm done with these steps since it retains the ethereal glow while making the image look a bit clearer. Another good step to make the photos look a bit more gothic would be to increase the contrast by about 20 as your first processing step. There are lots of other cool steps that you can take to tweak this process to your own tastes.
Happy Photoshopping!

I was going to mention the one that Phillip did in his post, I do similar with Digital Image Pro 10...
For DIP 10 users: (we can't blend layers down)
Duplicate Photo to new layer
Select top layer and set to 50% Transparent
Run Saturation up to between 150-200
Apply Gaussian blur between 10-30
(I will sometimes sharpen the bottom layer at this point depending on how it looks)
Repeat as necessary your results may vary...
Flaten and Save As...

Mine isn't that complicated since Layers always confuse me. I use LOTS of gothic glow(sometimes several times on one photo), diffuse glow, highlighting, and soft contrast.

Also Xero Grapics has some free PS plugins that work pretty cool like Bad Dream, Soft Mood and Radiance come to mind...I use those from time to time.
