Are you allowed to use the blur tool in basic editing? It's not removing the distraction but it is altering it.
I've read the rules but I still just don't know.
Thanks for your help.

You can't use the blur tool in Basic because that would be selective editing. You can, however, apply a Gaussian Blur filter to your entire image.

Repeated applications of a very small amount of gaussian blur followed by a very large amount of USM can produce some very pleasing soft, glowing effects, largely depending on the nature of the image to which this is applied. If it is crisp and detailed, it works pretty well.

Example of it:
All within basic editing (no change of blending mode on layers, or selective editing of any sort)
