I have taken some pictures in low light, which have high noise. Can I reduce noise using Photoshop?

Yes. What version of photoshop are you using?

In CS 2 there's a noise reduction filter that works quite well.

Another option is to create a duplicate layer and apply gaussian blur to this layer then blend it with colour. This option is not legal in basic editing challenges.

I am using Photoshop 5.5.
Guassian Blur may not give desired results, and can be used selectively.

I"m not sure if the most current versions of PS have noise reduction in them (I think they do in their RAW file editing), but you can also use stand alone, or PS plugins, such as Noise Ninja, Neat Image, Picture Cooler, Noiseware, etc...

In addition, you can minimize noise production in your camera when you take the picture.

1) Use your histogram to shift the image to the right most edge.
2) Shoot and process RAW files

Neat Image can be had a freeware product. For web use it works well, but it does not allow you to control the compression so the free version may not work well for printing. The purchased version is $25 i think, and $50 includes teh PS plug in (check to see if it works with 5.5). The plug is is worth the extra cost.
