I read through the Basic Editing Rules and did not see anything about fooling around with the color balance. Knowing me, I probably just missed it. Let me know if it's allowed or not :) thanks!!!!

No problem as long as you apply it to the entire image (no selections).

In photoshop, ANYTHING under the "image/adjustments" menu is legal in basic as long as you don't make any selections of part of the image before applying the adjustment, and as long as you keep the layer mode in "normal", which it always defaults to anyway.
