Is it allowed to use Photo Filter in PS? Image > Adjustments > Photo Filter.

My guess is yes since the filter seems to apply to the whole image, but I would check with site council first.

Yes, that's legal in basic, if applied to the whole image.
Remember to consider how the voters willinterpret the effect, there may be a negative impact if the voters feel it's over-manipulated.
