Dumb question, but if you shoot in JPG from the camera, when you go into photoshop elements 3, can you save it in the Tiff? (or is that a bad idea?)

No, that's exactly what yoiu SHOULD be doing, as soon as you open it: hit save-as, click the dropdown list, select "photoshop" (my preference) or TIFF, and write it to that format. Since you're using elements, may as well make the .psd file that is native to photoshop; it best acommodates all the layers etc. But TIFF is fine too.
