I say this is really good question

Most beginners and novice amateur looks for technical matter, and they are so connected in judging picture emotional and by beauty ( sky and sunset really sharp ) matter of fact nothing to do whit good photograph

But later on if there is developing in person she start to forget teck-stuff and look for more interesting matter in picture

Damn right! But as someone noted earlier, it IS changing, in spite of the fact that challenges with 400+ entries make it hard to give every image the time it may deserve. Some genuinely cerebral (rather than just technically impressive) stuff is starting to attract more attention from the voters. Good example in today's Family challenge ... another JoeyLawrence classic slips into the top ten, once again showing us that more artistically ambitious images can also do well here. 'Course, he's been sneaking these gems in for a while now. Seditious little bugger.
