I kinda like this idea
something like this perhaps
group A - 3 ribbons or 2 ribbons and 5 top tens.
group B - 1 ribbon and/or 5 top tens
group C - not yet achived the above milestones

just a thought!

or C, with more frequent impromptue Speed Challenges and Free Studies, ....and possibly another category, or two*!

*Other Possible Categories
I like the idea of "teaching challenges" specifically for the beginner, intermediate and master. With a tutorial on the topic (be it lighting, a particular post-processing technique, or whatever) beforehand, I think it may focus the development of skills for those interested.
