The software that came with my camera (Minolta A1) has settings that you can apply to the photos in raw mode as if the camera was setup differently,i.e. sharpness, exposure compensation, white balance, etc..... would applying these settings to a raw image constitute a legal or illegal edit according to the site rules?

Those are all legal.

I believe whatever RAW processing you do is legal, just as if you had done it in-camera.
