For advanced editing, it certainly is legal. Not for basic, though.

Why not for basic? It's sharpening and done to the whole image. That's allowed in basic, no? |

Because it uses a variety of sophisticated selection methods, creation of layers based on those selections, and probably a half-dozen illegal blending modes.
Other than being illegal in basic, it's a great action!
