For advanced editing, it certainly is legal. Not for basic, though.

Why not for basic? It's sharpening and done to the whole image. That's allowed in basic, no?

Only adjustment layers, I think.

Because it uses a variety of sophisticated selection methods, creation of layers based on those selections, and probably a half-dozen illegal blending modes.

Other than being illegal in basic, it's a great action!
