I know this is no help, but it's easiest and most efective to get this effect as-shot. Use a relatively small aperture, like f/8 or f/11, and exposure to match. You'll get starbursts on point light sources.

In photoshop, there is nothing automatic for this, but as Fetor said, there is a brush, or brushes for it. Just use it on the hottest portion of the lights or wherever. First create a new layer and put your starbursts on that so you can erase or move as needed. Just experiment. The brushes are shown in this screenshot I made:

You can try this technique by Denny Tang. You can use the same technique to create stars with 6, 8, or more points.
