Is rotating an image to level the horizon legal under basic editing rules?

The reason I ask, is the tool I used to level the horizon (PSP8) requires you to select two end points that should be straight (horizontal or vertical). But, it isn't a selection tool in the sense of editing selected pixels, but to change the whole image.

Thanks much for your take on this!

It's the same in Digital Image Pro 10, draw a two point line and it levels the horizon...I do it all the time. Enter a shot with a tilted horizon or verts and it isn't pretty around here (as it shouldn't be)...

Actually it is the same as grabbing the rotator just a whole lot easier.
