Is this the "D" version of the 70-210? Can anyone tell from this picture? Would this work well for sport photography?

Not if it's like a f/4 - 5.6, which it looks to be. You'll want something quicker than that, like f/2.8 all the way through, for sports.

The 2.8 is $1,500! If I had good outdoor lighting wouln't I be able to use a faster shutter speed and freeze action pretty well?

I typically use f/5.6 for saturday afternoon games at 400ISO (80-300mm). Saturday evening games I have to use my shorter/faster lenses. Even then its a crap shoot.

...same with me, shooting RAW gives me a bit more leniency, but you really never now what you gonna get...

this is not a D version
(it would say D ...)
i have one of these infront of me & had used it alot -
it now has been religated to the unused pile since i got a 80-200mm ED f2,8
may /may not be fast enough for sports - depending on the sport
still a nice (inexpencive) lens & good for traveling --
down sides
zoom creep when on a tripod looking lower than the horizon
noisy as it seeks to focus
a stop is a stop is a stop ...
plus sides
it is a helloflot more inconspicuous than the 80-200ED
much much lighter
takes a 62mm filter (80-200ED is 77mm)

Maybe the VR version. The non-VR version can be had for under $1000
