A couple of films that spring to mind that haven't been mentioned so far are...

Peeping Tom
Truth about Cats and Dogs (Contains a photographer)

The star of Pecker has also starred in a film about a set of youngsters who capture there anti social deeds using a digital camera. The film is called Jimmy and Jude and sounds quite promising. I don't think it's out until a few months though.

I started a similar thread a good while back when I was completing a piece of cultural studies work. One poster recommeded to go to IMDB, in the search bar select plot and enter photography, photographer and so forth. I got some really good results through doing so.

City of God is a indeed a masterpiece.

But for me 'Salvadore' with James Woods is probably the best film with a photography theme, if you havent seen it I highly recommend it. Made with the usual grit and class that all Oliver Stones work contains!

Closer - a surprisingly good (if very bitter & cynical) film.

That was a pretty good one ... and it's old .. from 1954!

I wouldnt really call SAW photography based.

The Killing Fields (1984) - not set around photography per se, but an important element in the film
Full Metal Jacket (1987)
The Year of Living Dangerously - photographer as sidekick
Stepmom (1998) - Julia as a photographer again
Calendar Girls (2003)
The Bridges of Madison County (1995)
Spider Man (2002) - it's peter parker, photographer and crime fighter!
Absolute Beginners (1986) - c'mon, it's got David Bowie in it!
Elephant (2003)
Road to Perdition (2002) - photographer and assassin!

P.S. Closer: vacuous and glib. Some real dialogue and real situations involving paper dolls.

This seems like one of those hate-it-to-go-against-the-majority / my-favorite-movie-didn't-score-any-nominations statements.

And vacuous and glib don't describe the emotional character hooks. We all have our opinions though, just as I have mine.

Fatal Frame (Dreamworks SKG)supposely being worked on.

Premise/Synopsis:
The movie will follow a woman's search for her missing brother. This leads her to a haunted mansion, armed only with an antique camera that allows her to capture ghosts' souls that she can see with a sixth sense.

Based on a video game.
