Try deviantART, I've received a lot of feedback on my gallery there...and it's free!

Not too much of quality is free. You can get temporary accounts for free. Pbase is 30 days, and photo.net is a suggested membership after 30 days as well. It's hard to imagine that someone who can afford photography couldn't scrape up $20 if they saved up for it.
You can get individual images hosted at tinypic.com for free. There's also places like Yahoo and Ofoto, but they're not quite what I'd call a gallery for displaying your work. More of a photo sharing thing.
Flickr is also free thus far (www.flickr.com) but it's not a traditional gallery either. More of a bloggish thing.

yup ... but also very sloooow in the evening hours ... excellent for the price, though :)
