I just opened this picture and added a border to it and then rotated it 180 degrees. It is now an exact reverse (recessed) of the original. How could this be?

Tip your head upside down and the effect will reverse itself... seriously!
It's an optical illusion, the brain assumes the illumination direction, which, if wrong, reverses the apparent direction of the third dimension.
You can force this if you concentrate hard enough.

I'm too old to do that, and I don't believe you.
I tried it and it still looks the same, but I don't.

Here is a primer on the effect, for those who aren't persuaded ;-)

I believe you, but this still makes my head hurt. |

I flipped it and rotated it. When I flipped it vertically it looked fine for about 15 seconds and then it started looking (involuted) again. I leave the room, come back, turn upside down, all of that and it won't change for me.
Lets just have an optical illusion challenge then.

Exactly the same thing that happens in many photos of the lunar surface. Craters look like little bubbles no matter how hard you attempt to see them as craters. Often, rotating the image "fixes" it. The mind is a very funny thing. |

Wow, I followed kirbic's link and refused to believe the checkerboard colors.
So I opened the picture in PS; checked the color values, and proved myself wrong.
I looooove optical illusions! |

I must be weird - the seashell looking thing seems to be convex to me either way I look at it. |

Insanity is a prerequisite for DPC membership, so no "maybe" about it, LOL!
