I am new to the site, and want to be sure about the basic edititing rules, so as to stay within them. Not mentioned inparticularly is PS's "selective color" under image> adjustment or as used in an adjustment layer. Is this a legal technique or not.

My understanding is Layers are legal as long as it is an adjustment layer in the "normal" blending mode. An Adjustment Layer is one that does not contain any pixel data, but rather is a special, non-image layer that lets you experiment with color and tonal adjustments to an image without permanently modifying the pixels. No other type of layers are legal under basic editing.
If you have a photograph that you are considering submitting you can email a Site Council member and ask if you can send them a copy of the picture < 150k. Include your steps that you did to achieve your submission photo and they will validate it or let you know if it is outside the basic rules.

Selective Color is OK as an adjustment or adjustment layer, as long as you apply the effect to the whole image, i.e. don't make any selections or use a mask, and apply it in Normal Mode. The other things under the Adjustments Menu (Levels, Curves, Channel Mixer, etc.) are all similarly OK.
