Selective desaturation.

Image/Ajustments/Hue/Saturation. Play around with the different color channels until you get the desired FX.

May need to isolate a particular part of the image. Laso tool may be a good and fairly uncomplicated way to achieve this.

Like these? There are multiply ways to do the technique. Basic challenge legal or only advance legal. Really depends on how you shoot. Try tutorial.

If you are not completed sure of a process that is legal, the best thing to do is PM a Site Council to confirm.

The process is legal in advance and legal in basic only if you plan your shot carefully.

There are many way to do it...

try this

-Open you image and make a duplicate (image>duplicate)
-Then with one image go to image>adjustments>channel mixer> and in that box check "monochrome"
-with the other image highlighted go to image>adjustments and then with all the color tools or whatever you play with, get the color or object you wish to keep colored where you like it.
-Then, with the arrow("move tool")slide the colored image on top of the monochromed image (make sure it's matched perfectly on top. This will be a second layer.
-with the erase tool remove all the color you don't want leaving only your desired object with color.
-then flatten or merge the two images together.layers>merge layers OR layers> flatten image.

That should work. There could easily be many better ways but this works for me. Give it a whirl.

Icons/Avatar with the different outfits and faces make up the Site Council.
