A different time of day would be better for that rather nice view.
As it is, there is not enough light on the front of the buildings to see them clearly, nor is the skyline a proper silhoutte.
Leaves the photo in limbo. |

I think I like the first one better, although the secon also looks nice, What the heck, All three are pretty darn good!! Here are some things I've been playing with, what do you think?? and be honest.

Like the scene, I would have gone for less water, more sky. In this particular shot, the water doesnt seem to add much to the scent and the buildings are dramatic, so I would like to seem them a bit larger. However, good eye on the scene. It will make a very nice picture.
Nice thorns.. like the one on the right...nice idea.

At that time of the day the tighter crop would be the best bet for me. However, if you have a chance to have a vibrant sky, I'd go with the wilder one and tilt up higher. It's hard to compose this cityscape, the highrises don't form shapes. So my suggest is to play with the background
