I do quite a bit of work with scanned images using a film scanner as well as occasional flatbed scanners. Obviously you want to keep the scanner as clean as possible and carefully remove as much dust as you can from the photos but it is almost impossible to scan even the cleanest film or print withoud some dust and scratches showing up.
The best process I have found using PhotoShop to chean images in the Eddie Tapp tutorial "Scanner Dust Spotting" shown here. //www.photoworkshop.com/registered/softwarecinema/misc_tutorials.html

I've done a bit of touch ups. Photoshop is my best friend.

Ok - I was bored. So I figured I'd play with your original...hope I didn't offend. :)

If you don't already have one, you will find a (relatively inexpensive) graphics tablet (e.g. Wacom Graphire) an invaluable aid in doing this kind of digital editing.
Also, make all of your changes onto a new layer, so you always have the original pixels on the Background layer. |

This is one of the few pictures I have of me and my dad (he passed away 21 years ago). I tried my best to touch it up. This is what I did.

touched up
Also this picture (below) was soooo scratched up and red spots everywhere (it was in my fiance's wallet for 15 years) and he asked me if I could fix it. It's of his dad. What do you think? ( I don't have the original anymore)

General,
To clean INSIDE the scanner glass you have to remove it. Some are user-serviceable, most are not. You may have to send it out.
Many photographs can be cleaned with acetone on a lint-free, soft cloth, believe it or not. But be SURE you test, man...

For the price I paid for my scanner, I think I'd just buy another if there was a great amount of dust on the inside of it. If it were an expensive high end one it might be worth getting it serviced. Scanners are probably one of the best "more bang for your buck" imaging products on the market.

That's mine :-) sheet feeder, 11x17 bed, we use it to reproduce rare books for republication.
