What is the best program to build/host your own FREE website?

I am very interested in something with the minimum amount of work... and easily customizable.
I have tried ready-to-use flash programs, but well its just single page thing.. You can see the page here

I made individual pages using the free flash software simpleviewer
and then made an index page in html myself to link to those individual pages. Its a very simple table in html

i'm talking about the free web-sites with the forums, buttons, log-ins, ect. Were do you get that for free?

Let me get this straight - you want:

A website
A forum
Buttons
Long-in system

All for free.

No such thing, most free sites have heaps of adverts which is extreamly naff. And I am unaware of ones that include login systems and forums.

Why not buy yourself some webspace (£4 per month) get yourself a book (£10) and make your own?

May take time, but then you will be able to have full control and add to it as you see fit. It's not that hard.

Ezboard.com is great for free forums (and cheap for addons, upgrades). But website hosting? That I dunno.

i use MS front page for most of my web site. and Jalbum for the other part

maybe you ISP gives you a some space, maybe 5mb, but thats not enough. If you want more than that you are going to have to pay for it. Mine is $99 a year for 500mb, unmetered bandwidth, unlimted email, and they provide asp and all other kinds of stuff.
