Would it be legal to use the eyedropper tool in Levels in Basic Editing. I believe that something is applied to the entire image, but there are certain things that you can do to make an adjustment to a small part of the image?

Any thoughts are appreciated.

Sampling is allowed provided the general adjustment is not done to literal selection. So, in curves, this is allowed. However, do not kid yourself. When you sample an area it tells you where it falls on the line, but when you touch that area you will affect all tones that are of similar shade. Watch the overall image.

That's legal because you're basically applying that effect to every pixel that matches a certain range throughout the entire image.
