Grit indeed. That's one grainy shot. The pan is evident, but the high level of "grit" muddles this shot up for me.

The panning effect is too subtle for me(The background could be mistaken for strong bokeh). Try a longer shutter to accentuate the feeling of motion. The subject is not particularly interesting. A different pov might help.

Things are blurring but the panning motion is fairly weak. I think you need a little longer shutter speed and it might help to zoom in on the action (which would also emphasize motion in the background).

Holy giant border Batman! That's a gigantic and distracting border. I appreciate that you probably used a longer shutter than any other horse shot entered (and perhaps longer than 97% of all shots entered), still, the subject is too blurry for me. On the other hand, this does have a nice impressionistic effect.

Some people will say that this is not panning. You just need to tell them that your subject (the bridge) is in motion and your camera tracked along with the bridge while a background car blurred by (it's foreground, but hey, it's all a matter of perspective).

Seriously, I love the long exposure shots like this. It doesn't meet this challenge, but you might find an angle on this shot that would meet the leading lines challenge very well.
