As for the photo, maybe there's a bit too much foreground - you could crop off the road and you'd have the horizon abot a third of the way up.
I like it, anyway.

Okay, in Japan there are road construction signs with photos of flowers and animals, and cartoon drawings of animals (I almost took a shot of an elephant yesterday), but always accompanied by text.
This roadsign of yours totally baffles me but I guess it must be in use somewhere; I like kittens and apples, but because you have focus issues, I'll have to mark it down a bit.
