The image appears to be flat in the sense that there is nothing to appeal to the eye and make it interesting - there isn't any context to the flags and pylons. The sense of space and dimension is present, but there isn't anything particular interest to view.

The technical issues make this image less effective than it could have been. The slightly odd focus (it's very indeterminate even after several views) negatively constrasts with the sense of panorama as presented. Not particularly impressive from an artistic sense, it might have worked better with a closer in look at the Bell Aeroranger and leave the panorama out of the image.

From an artistic standpoint, it is an interesting image and a unique viewpoint although the slightly off center basket on the baloon is a little distracting and has minor negative impact on the image. Cape Disappointment Light

Sometimes images appear in which the author attempts to being a lot of drama, action and impact to an image rather than let it develop naturally in an attempt to compensate for percieved faults. In this case, the image is taller than necessary to have a lot of true visual impact. Curiously, if the water is cropped out of the image, it instantly becomes a much more effective presentation in particular with the flat, dull sky which comes across as menacing. A little more thought and this would have been a very effective image.

Slightly over done highlights do not seriously impact this image in a negative way. While not a complete technical success, it is as close as it comes with rich color and detail. From an artistic standpoint, it works well even though river side reflection night imagery seems to be a fairly common concept in these challenges. A very nice image that should place well.
