This goes in order of what I notice first:
1) Title needs to have a bit of closure, no dropping off a thought for a newspaper article. What does the title have to do with the photo? I know it's of factories and oil stuff, but closing out the title will tell me what I need to see in the picture.
2) The picture needs a focus point. Crop.

Your title is not a headline and is open to various interpretations so the photojournalistic aspect isn't there. Headlines aren't subtle--they should slap you in the face with message. Without a more revealing headline, this photo is an urban landscape.
It's kind of bleak, which is okay, but it should also impact the viewer through lighting, POV, composition. This is just rather dull and busy. Try a different time of day when the lighting is more dramatic, perhaps. The focus looks a bit off and there is a distracting bit of blur in the lower left corner.
