The sense of "moment" is present in this image and the obvious character being captured carries some visual impact. Technically, it's a very well composed image which is a plus. From an artistic standpoint, it lacks impact. A worthy entry into the challenge just lacking that something special to make it stand out.

I like the cropping, though I may have left it just a little wider. I kind of like the way the original is framed by the black fade. Makes a natural vignette. I kind of prefer the strong tones of the original shot, to be truthful. If it were a challenge, I would probably give this a 5 and a slightly cropped original (with the blue sign removed) a 6. You know what opinions are like, however!

Either way, I like the look of the light reflecting on the wet street. It makes the shot.

I'm not sure what your title means actually... I think you want us to comment on your shot with a possible title for it? I think instead I will let you know why I don't think I could come up with a title for it: I think your crop is too tight, I don't think there's much of a subject for the eye to focus on, I don't think there's much depth to it, but I do like the colros, the brown with a little pop of green. So, "Spring Rail."
