My interpretation of the challenge is quite narrow. Complementary colours sit opposite each other on a colour wheel. As white does not feature on the colour wheel, and red sits opposite green, in my eyes this image does not meet the challenge. I'm sure there will be others with a complementary viewpoint! I will be knocking off a couple of points for my perception that this does not meet the challenge.

Nice shot but its a DNMC from me for the following reason.

Red and green, yellow and violet, blue and orange, are the three simple pairs of complementary colors.

First Impressions:
I like this picture.

Technical (Comp, lighting, color, focus):
You've captured some nice colors however the harsh lighting really takes away from the image. As one of your commenters mentioned this could be corrected by shooting at a different time of day.

Challenge:
Yep, I'd say this is a metal on metal image.

Artistic/Emotion:
I think artistically, you knew what you wanted to convey but it had a hard time reaching the voters.
emotionally? I just think it's kind of flat, nothing really for one to draw on.

Summary:
In summary I think this is a very interesting photo, with lots of nice colors, the rust, blues and yellows all play well together but it was the lighting that really hurts the photo. I'd love to see this shot at a different time of day and perhaps at a different angle. I hope this helps. :-)
