Perhaps, not enough contrast. Also, that strip along the top with little bits of sky area should have been cropped out, imo. That type of element - as well, as the blurred plants in foreground - is always distracting to me.

Very nice shot. Excellent color, and lights on the water. May have been better to tighten the frame a bit - just left of red light on left and just left of red light on right.
