He looks like the shirt and tie are much too big for him. Could be just because he's hunched a bit. His facial expression is much more self-confident than his body language.

Ignoring that, I don't know what you were trying to do here. I am niot sure whether you have PP's out all of the detail, or if you didn't capture it in the first place. Assuming that you didn't PP it all out, then wehen you take night shots like this, you need to use a longer exposure to get the detail from the less lit areas. You should be able to see the rest of the detail, rather than just the points of light. Long Exposure, with camera on a tripod, and use a remote to open the shutter (or use your timer) o avoid camera shake.
If you PP's out the detail, then I don't see why, and the effect you have doesn't work for me.
