in motion panning you track the subject to freeze it and blur the subject. i do like this shot though.

Not motion panning -- this is long exposure.
The environment is stationary. The subjects are blurred (in motion). To achieve motion panning, you should have a slow exposure and be tracking a moving subject so that you stop the motion of the subject and blur the background, leaving the impression of action (often fast action).
