although i believe this will get a ribbon just for its sheer beauty, i think the level of technical difficulty (painting) doesn't appear that of a longer exposure. (im making my guess based on the city lights.) if i am wrong i apologize. i scored this a 7 because it's just awesome and beautiful.

Interesting subject matter. Implies a story of cyborg pelicans coming to the city, discussing their plans to take over the world. My only nitpick (and this might sound incredibly nitpicky) is if you angled it ever so slightly more, so the slight shadow line on the right edge of the picture on the water is cropped out, it would give the water a greater sense of three-dimensionality and give the pelicans a greater sense of space in relation to the bridge.

I didn't vote on this challenge, but am adding this to my faves. I have a similar pic of me riding with my toddler daughter, but since I was stationed in the UK at the time, I can't exactly go back to do a fun shot like yours.
