Makes me look longer to figure out what is going on. My first thought of this scene was homeless people, but upon second look it was just the location that made me think that. They are just out enjoying the pleasant water scene that is no doubt in the other direction.

I am giving you a 5 for this, but need to point out that it is NOT because your model isn't a stunning 18 year old.
The 5 is for a so-so photo with harsh shadows from the flash and a number of artistic/compositional issues that I don't care for in this shot.

Puts me in mind of those naked house cleaners who charge a fortune to clean your house in the nude, lol. Amusing but could do with a bit more work; that dark shadow around him suggests you've used too harsh a light (on camera flash?), plus the crop is very tight. Next time, try a more diffused light or even experiment with more creative lighting. Don't be afraid to try out different crops and angles too.
