hehe similar editing to this shot which has the steps in the comments : )
one additional step with this shot was to add another levels layer then select the RED channel and add a little red with the output slider.

Hmh, after the initial "why is it blurred" impression I realized that if for nothing else, I like the fact that intentional blur makes me analize photos better, and I can recognize that he's carrying an umbrella, which then associates me with million other things, so I guess this photo serves it's purpose.
