This is an interesting image. I like the black and white treatment - you have achieved a comfortable range of tonality in the image.
There is some competition between the focal point of the image and the subject matter that you have chosen. I think that you intend the asian man on the left hand side to be the subject. However, your focus is on the person wearing the hooded coat with their back to you. The eye is drawn from the person in focus to the police in the background. Your subject matter doesn't really stand out.
I think that you need to choose more carefully where to place the focus when taking the picture. This is key in busy scenes, if you wish to isolate one person as the subject (a traditional tactic of street photography).
The subject matter has some interest, but without something more, fails to excite. Something more might be a very strong expression, interesting face, or interaction with the environment. The mild expression of fear doesn't feel strong enough to carry this image far past the apparent technical shortcoming to make it really work.
